I don't know that Conyers is beholden, but I do recall reading that she threatened to put someone else in charge of the Judiciary Committee (even though he was the senior member) if he didn't drop the threat of impeachment hearings.
Conyers told Tauscher that he would act on it. I'll believe it when I see it.
