What the holy heck is a war czar? It's been a while since I actually looked at a civics textbook, but wouldn't Commander in Chief be a likely synonym for czar, and the Secretary of Defense could be the czarina? There are plenty of Rasputins to go around. And let's not forget what happened to the czars. The only thing the Romanoffs have left are the noodles.
